Graffiti Busters (Graffiti Free Phoenix)

Organization Mission
Graffiti Busters is a City of Phoenix program (administered by the Neighborhood Services Department) under the "Graffiti Free Phoenix" initiative. Its purpose is to "support a zero tolerance approach to graffiti in our neighborhoods" and "reduce the social and economic impact of graffiti on our neighborhoods." City of Phoenix
Age Restrictions
No single published minimum age for community cleanups; the related Blight Buster volunteer training and community cleanups are open to residents and groups. (Note: Phoenix has an ordinance making it illegal to sell spray paint to anyone under 18, but this governs sales, not volunteering.) Application Process
Residents can volunteer by hosting or joining a community cleanup, requesting free paint and supplies (call 602-534-4444), becoming a trained "Blight Buster" volunteer, and taking free Neighborhood College workshops (Graffiti 101, Paint Sprayer Training, Pressure Washer Training). A signed permission slip from the property owner is required to remove graffiti on private property.
Description of Volunteer Service
Volunteers ("Blight Busters") learn to use graffiti-abatement equipment and remove graffiti from neighborhoods, host community cleanups, report graffiti, and help keep public and private property clean. This is a City of Phoenix, Arizona government program; per the city, "In 2025, the Graffiti Busters used 730 gallons of paint to remove graffiti at 46,118 sites."
